Sir:   Is it SOP in the Old South to appeal to the rednecks and knuckle draggers as you did with your comments about literacy tests, unpleasant reminders of Jim Crow laws? It's strange that a descendant of Italian immigrants would be sneering at those unable to speak English. I doubt that your grandparents were conversant with the works of  Chaucer or Shakespeare.   I noted from your bio that you adeptly weaseled out of military service during the Vietnam war, an ability shared by so many GOP Senators and Representatives of an age to have served.                                                       Bob Jordan, Los Gatos, CA
